Pursuant to the Land Recycling and Environmental Remediation Standards Act, the act of May 19, 1995, P.L. 4, No. 1995-2. ("Act 2"), notice is hereby given that Delaware Station, LLC has submitted to the Pennsylvania Department of Environmental Protection ("DEP") a Notice of Intent to Remediate ("NIR") a site located at 1325 North Beach Street, City of Philadelphia, Philadelphia County. This NIR states that the site was a former electric generating station. Site soil and groundwater have been found to be impacted with certain volatile and semi-volatile organic compounds, PCBs and metals. A risk assessment will be used to demonstrate that the identified impacts do not create a significant risk to human health or the environment. The proposed future use of the property will be both residential and commercial and may include apartments, office, commercial, hospitality and retail uses.
Delaware Station, LLC plans to use the statewide health and site-specific standards at the site. The Act provides for a 30-day public comment period for site-specific standard remediations. The 30-day comment period is initiated with the publication of this notice. Until September 16, 2019, the City of Philadelphia may submit a request to Delaware Station, LLC to be involved in the development of the remediation and reuse plans for the site. The City of Philadelphia may also submit a request to Delaware Station, LLC during this 30-day comment period to develop and implement a public involvement plan. Copies of these requests and of any comments should also be submitted to the DEP, Southeast Regional Office, 2 East Main Street, Norristown, PA 19401.
