Evergreen – Former Philadelphia Refinery and Belmont Terminal Screening Level Ecological Risk Assessment Report
Pursuant to the Land Recycling and Environmental Remediation Standards Act, the act of May 19, 1995, P.L. 4, No. 1995-2., notice is hereby given that Evergreen is submitting a Screening Level Ecological Risk Assessment Report to the Pennsylvania Department of Environmental Protection (PADEP) and the US Environmental Protection Agency (USEPA) for the Former Philadelphia Refinery and Belmont Terminal located at 3144 and 2700 Passyunk Avenue, City of Philadelphia, Philadelphia County, Pennsylvania on March 3, 2025. The report is being submitted in accordance with site-specific remediation standards. The Act 2 public comment period associated with the report will be 30 days in duration following submittal of the report on March 3, 2025, extending through April 2, 2025. Comments can be sent to Evergreen via the website https://phillyrefinerycleanup.info/ comment-submission-form, via email at phillyrefinerycleanup@evergreenresmgt.com, or via US Postal Service to PO Box 7275, Wilmington, DE 19803. All comments and questions pertinent to the report which are submitted within the 30-day review period will be addressed by Evergreen and will be submitted by Evergreen to the PADEP/USEPA as part of the official report submission. The report will not be considered final by PADEP/USEPA until Evergreen has submitted public comments along with an appropriate response/action to be considered by the regulators in their review of the report.
