COUNTY OF DELAWARE FY 2024 ANNUAL ACTION PLAN
PROPOSED USE OF FUNDS
and
PUBLIC COMMENT PERIOD and HEARING
In accordance with the Federal regulations at 24 CFR, Part 91, the County of Delaware has prepared a Consolidated Plan for Housing and Community Development Programs. This document, known as the Annual Plan, is a requirement for direct assistance under certain U.S. Department of Housing and Urban Development (HUD) funding programs including the Community Development Block Grant Program (CDBG), the HOME Investment Partnerships Program (HOME) and the Emergency Solutions Grant Program (ESG).
The County of Delaware will hold a public hearing on Wednesday, June 25, 2025, at the Office of Housing and Community Development (OHCD) office, 2 W. Baltimore Avenue, Media, PA 19063 at 2:00 p.m. The purpose of the hearing is to solicit citizen comment on the proposed Annual Plan. Persons with a disability, or that require other accommodations to participate are asked to contact the OHCD (610-891-5425) at least 48 hours prior to the meeting to discuss those needs.
The proposed use of funds as part of the County's Proposed FY 2025 Action Plan is available below and for public inspection at the OHCD at the address above and at the OHCD website http://www.delcopa.gov/hcd until to July 11, 2025.
The Annual Plan contains (1) Applications for Federal CDBG, HOME, and ESG assistance, (2) An Action Plan which identifies the activities that will be undertaken in FY 2025 to address priority needs and local objectives, and (3) Certifications. The County's Annual Plan is consistent with the needs, priorities, and objectives of the County's proposed Five-Year Consolidated Plan.
2025 PROPOSED HOUSING AND COMMUNITY DEVELOPMENT ANNUAL ACTION PLAN
PROPOSED USE OF AWARDS
Community Development Block Grant – Total Funding - $3,789,201
- Public Facility and Improvements: $2,531,201 in funding for Municipal sanitary sewer, storm sewer, street, park/playground, and sidewalk rehabilitation. Non-Profit owner community buildings and historic preservation.
- Public Services: $540,000 for homeless shelter operations, operations for survivors of domestic violence and youth development.
- Planning, Administration and Fair Housing: $718,000 for CDBG administration, county wide planning activities and fair housing education, training and testing.
Home Investment Partnership Program – Total Funding - $1,497,621
- Homeownership First Program: $330,000 for administration of the homeownership First program by three HUD certified counseling agencies. Program provides up to $10,000 in down payment and closing cost assistance to qualified first time homebuyers.
- Development of Affordable Housing: $901,621 set aside for an RFP to develop affordable rental housing.
- Community Housing Development Organization (CHDO): $160,000 set aside for rental or homeowner housing developed by a certified CHDO.
- Administration: $106,000 for HOME
administration.
Emergency Solutions Grant – Total Funding - $319,979
- Shelter Operations: $178,205 to support shelter operations for single adults at the Life Center of Delaware County
- Rapid Rehousing & Homeless Prevention: $116,574 for rapid rehousing and homeless prevention supporting qualified residents facing housing instability.
- Administration: $23,900 for ESG administration.
HISTORIC PRESERVATION ACTIVITIES
By this notice, the County invites parties who may have an interest in projects that may impact historic resources to make themselves known so that we can involve them in the notification and review process of the National Advisory Council on Historic Preservation (as set forth in 36 CFR Part 800). Please contact the County no later than July 11, 2025, to be included in the Part 800 notification process.
PUBLIC COMMENT
Delaware County, in accordance with Federal regulations, is publishing this notice in order to afford interested citizens and organizations the opportunity to comment on the above. Citizens may submit their comments through the mail or via email at ohcd@co.delaware.pa.us . Comments will be accepted through July 11, 2025. All comments submitted via mail should be directed to:
