Final Notice and Public Explanation of Proposed Activity in a 100-Year Floodplain and/or Wetland
January 17, 2026
This is to give notice that The County of Delaware (The County) has conducted an evaluation as required by Executive Orders 11988 and 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. The activities are funded under the Community Development Block Grant program, HUD grant number B-25-UC-42-0006. The proposed projects include:
Lansdowne Borough, Delaware County: Estimated CDBG funding is $200,000 and estimated total project cost is $434,500 to replace a sanitary sewer line, manhole, and related restoration from the intersection of Windemere Terrace and Madison Road, to the Lansdowne Borough border. Activities include replacing 100 feet of pipe, 300 feet of 12" PVC SDR 35 Sanitary Pipe, manholes, and related restoration. The project affects less than one-half acre of floodplain and one-quarter acre of wetland.
The County has considered alternatives and mitigation measures to minimize adverse impacts, restore and preserve natural and beneficial values. The No Action alternative is not acceptable since not completing this project will allow the existing sewer to deteriorate, allowing the line to backup, and occasionally collapse. Choosing another location is not acceptable as the project action will alleviate an existing deteriorated system.
Upland Borough, Delaware County: Estimated CDBG funding is $125,000 and estimated total project cost is $522,500 to upgrade the existing storm sewer main and related manholes from 4th Street and Auburn Drive to Chester Creek. Activities include relining of approximately 1,195 lateral feet of main pipe, and three manholes. The project affects less than a ½ acre of floodway and abuts the wetland.
The County has considered alternatives and mitigation measures to minimize adverse impacts, restore and preserve natural and beneficial values. The No Action alternative is not acceptable since not completing these projects will jeopardize the existing system increasing potential for flooding of homes and historic resources. Choosing another action is not acceptable as the project will alleviate an existing system.
The County has reevaluated alternatives to building in the floodplain and wetland and has determined that it has no practicable alternative to floodplain and wetland development. Environmental files documenting compliance with Executive Order 11988, and Executive Order 11990, and 24 CFR 55, are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public education tool. The dissemination of information and request for public comments about floodplains and wetlands can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains and wetlands, it must inform those who may be put at greater or continued risk.
