PUBLIC NOTICE OF SUBMISSION
MAJOR PERMIT MODIFICATION APPLICATION
EcoMaterials, LLC - Permit #301391
On or about February 27, 2026, EcoMaterials, LLC will submit a major permit modification application to the Pennsylvania Department of Environmental Protection (PADEP) for its existing Residual Waste Processing Facility at 6110 W Passyunk Ave, City of Philadelphia, PA (permit #301391). The facility operates as a soil washing plant to wash then sort soil/fill materials by grain size. The sorting process removes unwanted debris, plant material, and masonry for disposal off-site. Captured sand and stone are cleaned for beneficial use off-site. The separated clay/silt with contaminants are sent to a regional permitted landfill for disposal. The cleaning process relies on water and agitation. There are no heating elements or smoke emissions. No hazardous waste or municipal waste is accepted at the facility. No disposal of waste on-site is permitted. All soil materials are pre-approved prior to acceptance at the facility.
Proposed permit modifications are limited to the following:
- Increase the maximum amount of waste
accepted from 2,500 tons to 3,500 tons per day.
- Increase the maximum number of truck trips per
day from 550 trips to 640 trips per day.
- Extend hours of plant operation/processing
beyond the gate hours to be Monday – Saturday
4:00 – 18:00 and Sunday 7:00 – 16:00 (Current
hours of operation/processing are Monday –
Friday 6:00 – 16:00 and Saturday 7:00 – 16:00).
Gate hours are not proposed to be changed.
- Include the crushing of concrete/masonry debris
received as a part of materials processing.
- Update EcoMaterials, LLC corporate
headquarters to an existing administrative office
in Jenkintown, PA from the Passyunk facility.
Upon filing of the application, a copy will be available for review and copying at the Southeast Regional Office (SERO) of PADEP, 2 E. Main St. Norristown, PA 19401. An appointment to review this application must be made with the PADEP, and fees for copying may be charged by the PADEP. PADEP will accept written recommendations for permit conditions, revisions, permit approval or disapproval, and comments from the public during the application review period, sixty (60) days of the receipt of the application, with the specific reasons described in the comments. Copies of the application will also be submitted to the City of Philadelphia Health Department. The host county agency may submit comments to PADEP within 60 days of receipt of the application.
