REQUEST FOR RELEASE OF FUNDS
On or about April 7, 2025, the County will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Community Development Block Grant (CDBG) funds under Title I of the Housing and Community Development Act of 1974, as amended, to undertake the following projects:
Chester Township: Estimated funding of 437,500 including $125,000 in CDBG for the upgrade to existing storm water management systems throughout Chester Township. Activities include lining of approx. 1,250 LF of stormwater main pipe, replacement of approx. 350 LF of stormwater main pipe, rehabilitation of 23 stormwater inlets and incidental asphalt roadway rehabilitation
Cheyney University: Estimated funding of $1,600,000 including $250,000 in CDBG for the historic preservation of the Melrose Cottage located at 1837 University Circle, Cheyney. Activities include restoration and modifications to achieve ADA compliance and useability of the historic resource.
Collingdale Borough: Estimated funding of $653,947 including $215,050 in CDBG for sanitary sewer rehabilitation on Lafayette Avenue and the area adjacent to Lynbrook Road. Activities include the lining of approximately 1,728 LF of main and 7 manholes with related site restoration.
Darby Borough: Estimated funding of $328,875 including $178,524 in CDBG funds for street resurfacing of N. 2nd Street. Activities include the milling, base repair and resurfacing, installation of 16 ADA curb cut ramps and related site restoration.
Darby Township: Estimated funding of $530,000 including $240,910 in CDBG funds for Conway Park improvements on Hook Road. Activities include construction of 2 basketball courts, and associated walkway. Installation of court lighting, approximately 210 LF of retaining wall, and approximately 280 LF or perimeter fence.
Folcroft Borough: Estimated funding of $211,466 including $183,884 in CDBG funds for Montgomery Park improvements on Taylor Drive. Activities include the replacement of a approx.1,230 SY impervious asphalt parking lot, with approx. 2,300 SY pervious pavement parking lot and related site restoration.
MCFS: Estimated funding of $337,325 including $81,025 in CDBG funds for building improvements located 133 Long Lane, Upper Darby. Activities include restoration of two (2) restrooms and installation of an elevator at a community resource building.
Ridley Park Borough: Estimated funding of $365,000 including $184,029 in CDBG funds for sanitary sewer rehabilitation on Rosemont Avenue, from Hinkley Avenue to Henderson Avenue. Activities include replacement of approximately 320 LF of sanitary main and related site restoration.
Ridley Township: Estimated funding of $84,550 including $77,050 in CDBG funds for sidewalk improvements along Balignac Avenue, Essex Avenue to the terminus. Activities include replacement of approximately 500 SF of sidewalk, 200 LF of curb and related site restoration.
Trainer Borough: Estimated funding of $243,542 including $143,542 in CDBG funds street improvements along Price Street, Sunset Street, Anderson Street and Langley Street. Activities include resurfacing of roadway, replacement of curb, sidewalk and ADA ramps along with related site restoration.
The activities proposed above are categorially excluded under HUD regulations at 24 CFR Part 58 from the National Environmental Policy Act (NEPA) requirements. An Environmental Review Record (ERR) that documents the environmental determinations for these projects are on file at the Office of Housing and Community Development (OHCD): 2 W. Baltimore Avenue, Suite 202, Media, PA 19063 and may be examined or copied weekdays from 8:30 am to 4:30 pm.
PUBLIC COMMENT
Any individual, group, or agency may submit written comments on an ERR to Office of Housing and Community Development. All comments received on or before April 4, 2025, will be considered by the County prior to authorizing submission of a request for release of funds. Comments should be submitted to OHCD at the address above or via email at ohcd@co.delaware.pa.us .
ENVIRONMENTAL CERTIFICATION
The County certifies to HUD that Philip Welsh in his capacity as County Certifying Officer, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process, and that these responsibilities have been satisfied. HUD's acceptance of the certification satisfies its responsibilities under NEPA and allows the County to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of funds and the County certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the County; (b) the County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; or (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of release of funds by HUD; (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec 58.76) and shall be addressed to the Philadelphia Office of Community Planning and Development via email at CPDRROFPHI@hud.gov. Potential objectors should contact HUD to verify the actual last day of the objection period.
